SHAIKH v. CITY OF CHICAGO, 02-2708

City was not a property owner, and so lacked any authority to affect sale between HUD and plaintiff, and city's statements did not restrain or interfere with plaintiff's ability to purchase property, thus plaintiff has no remedy under 42 U.S.C. sections 1981 and 1982.
