WILLIAMS v. STATE OF WISCONSIN, 02-4233

A parolee cannot state a 42 U.S.C. section 1983 claim against the state or its officials, for purportedly violating his rights to travel and marry by refusing to let him take a trip to the Philippines to marry a woman with whom he began corresponding while he was incarcerated.
