ORTLOFF v. US, 01-2725

The district court properly exercised jurisdiction over a prisoner's Federal Tort Claims Act claim for prison officials' alleged destruction of his personal property, because 28 U.S.C. section 2680(c) only excepts law enforcement officers performing customs or excise functions, but the claim fails on the merits.
