MCCALL v. US, 02-1889

The Federal Tort Claims Act's (FTCA) statute of limitations is not tolled during the minority of a putative plaintiff, thus a minor's mental incompetence, allegedly caused by government doctors' negligence, will not toll the FTCA's administrative statute.
