ROBINSON v. POWELL, 00-3659

Under the Prison Litigation Reform Act, 28 U.S.C. section 1915(g), a district judge should not have authorized a prisoner to appeal the dismissal of a complaint, his third dismissed for failure to state a claim; prisoner could have sought leave to appeal from the Circuit Court.
