HARRIS v. COTTON, 02-2550

28 U.S.C. section 2254 provides the exclusive federal remedy for a person who wishes to challenge an administrative sanction imposed on him while in state custody pursuant to a judgment of the state court, and such a habeas petition is denied where no new evidence is presented.
