Motion to intervene, in action seeking to enjoin board from promulgating and implementing new rules on special education teacher certification, was properly denied where made ten months after the rules were being drafted and publicly discussed; injunction improper where appellant could not show likelihood of establishing that the decree issued was not one of the solutions that was appropriate.
