The Erie doctrine imposes on federal courts the responsibility to determine the content of state law at the state, not the local, level, and because there is disagreement among the intermediate courts of appeals in Illinois on the issue presented here, the following question is certified to the Illinois Supreme Court: What is the applicable statute of limitations in Illinois for an action for damage to property based on the doctrine of strict liability in tort when that action is brought within the applicable statute of repose?
