47 C.F.R. section 52.107, which proscribes the brokering of toll-free telephone numbers, is not retroactive and does not affect transactions entered into before its effective date; thus, the continued payment of royalties under a pre-1997 agreement, whereby a toll-free telephone number was effectively sold in exchange for the payment of royalties, is not illegal.
