A postal inspector with 11 years' experience, who knew that a hand-written label and a California return address are characteristics of parcels containing contraband, and who knew that the address on a specific package had previously received parcels with fictitious return addresses, had a reasonable suspicion that the package the defendant had sent to his girlfriend contained contraband.
