Where a state court administrative review of disciplinary proceedings to suspend the plaintiff's clinical psychologist's license was pending when plaintiff filed federal lawsuit, and afforded the plaintiff an adequate opportunity to raise his due process and equal protection challenges, the abstention doctrine required dismissal of plaintiff's request for injunctive relief.
