The only time limitation on petitions for habeas corpus that challenge prison discipline is the equitable principle of laches, codified in Rule 9(a) of the Rules Governing Section 2254 cases in the United States District Courts, and not the one-year limitation period set forth in 28 U.S.C. sec. 2244(d)(1), governing federal habeas corpus petitions.
