A police informant, with personal experience in drug transactions and knowledge of the inherent dangers, acting on his own volition rather than because of coercion, cannot state a claim under the "state-created danger exception" of DeShaney v. Winnebago County Dep't of Soc. Servs., 489 U.S. 189 (1989).
