HORTON v. US, 98-3481

A defendant's conviction becomes "final" under 18 2255 (6)(1) when the Supreme Court denies the defendant's petition for a writ of certiorari (absent a suspension order from the Court or a Justice), irrespective of the opportunity to petition the Supreme Court for rehearing.
