US v. RAIBLEY, 99-3752

A reasonable suspicion that defendant violated a state stalking law is sufficient to support a Terry stop, and defendant's shoulder shrug after officer asked to view videotape, coupled with defendant's request that officer view videotape privately, demonstrated consent to view tape.
