Union must exert every reasonable effort to discourage its member mechanics from engaging in a concerted work slowdown where plaintiff showed that union urged its members to "work safe" and that a union's suggestions to its mechanics to "work safe" or to "work by the book" are commonly recognized signals among union mechanics for a work slowdown.
