Viewed in the light most favorable to the consumer, car dealer's statement lacked clear and conspicuous notice that Auto Theft Registration ("ATR") protection included in contract may be obtained elsewhere, and failure to identify ATR protection as a form of insurance violated the Truth In Lending Act.
