NEIMAN v. KEANE, 99-3286

Police had probable cause to apply for a warrant and arrest plaintiff on charges of theft of services by deception, when an investigation revealed that plaintiff repeatedly contacted businesses to perform work on his house, and appeared to fabricate reasons to avoid payment for services rendered.
