In a 42 U.S.C. section 1983 action based on Defendant-Officers' allegedly excessive force, the denial of Defendants' qualified immunity is affirmed where, based on Plaintiff's allegations, Defendants did not properly comply with departmental procedures in arresting Plaintiff.
