Terrell v. US, 07-2546

The grant of Petitioner's habeas petition is affirmed, where Petitioner's parole hearing was initially held by videoconference, but 18 U.S.C. section 4208(e)'s requirement that a parolee "appear" for their parole hearing required an in-person hearing.
