Pepaj v. Mukasey, 06-3617

Petition for review of a BIA decision dismissing Albanian petitioner's appeal from an order denying her motion to reopen her removal proceedings is denied where: 1) petitioner failed to meet the requirements for bringing a claim of ineffective assistance of counsel; and 2) the circuit court lacked jurisdiction to review the BIA's determination that she did not show changed country conditions.
