Kouljinski v. Keisler, 06-4016

Petition for review of a decision denying Jewish Russian native's application for asylum and withholding of removal is denied as: 1) an IJ may properly consider an alien's convictions for driving under the influence of alcohol in making a discretionary denial of asylum; and 2) petitioner failed to show that he is "more likely than not" to face persecution or torture were he to return to Russia.
