Grant of a preliminary injunction to plaintiff-railroad enjoining defendant-union from exercising self-help over a dispute concerning changes to the parties' Collective Bargaining Agreements and enforcing the requirements of the Railway Labor Act is affirmed over a claim that the Norris-LaGuardia Act deprived the district court of jurisdiction to grant the injunction because the railroad has not made every reasonable effort to negotiate a new labor agreement.
