A motion brought by a federal prisoner for authorization to file a second or successive 28 U.S.C. section 2255 motion is denied where: 1) the district court did not err by construing petitioner's Rule 60(b) motion for relief from judgment as an attempt to file a second or successive section 2255 motion; and 2) movant had not met the applicable statutory requirements for authorization to be granted.
