In an action involving a claim that a city, agencies, and police officers violated plaintiff's substantive due process rights when they permitted a police officer to loan a personal vehicle to an informant who subsequently collided with and killed plaintiff, dismissal of the claim as a matter of law is affirmed where the allegations did not state a cognizable substantive due process claim.
