Fazzini v. Northeast Ohio Corr. Ctr., 05-3868/4618
Dismissal of two petitions for a writ of habeas corpus brought by a pro se federal prisoner is reversed as to one of the petitions where the district court erred in requiring an attached copy of the National Appeals Board's final decision and in consequently dismissing for failure to exhaust administrative remedies, considering that the habeas petition described with specificity the parole commission-s administrative proceeding concerning petitioner's case and its outcome.
