In a dispute with a township under the Religious Freedom Restoration Act (RFRA) involving a charitable donation of property, an order granting plaintiffs attorney fees and costs is affirmed in part and reversed in part where, although the district court was within its discretion in finding that the plaintiffs were prevailing parties, it abused its discretion in reducing the fees and costs award by sixty percent.
