The procedural hurdles under 28 U.S.C. section 2244(b) apply to any habeas corpus petition seeking relief from custody pursuant to a state court judgment. In the context of successive habeas petitions, a habeas petition under 28 U.S.C. section 2241 does not remain "an independent remedy for a claim of actual innocence."
