Dismissal of a complaint against four state employees alleging that they had wrongfully garnished appeals costs charged against him from his prison account is affirmed in part and reversed in part where a challenge to the state's collection of costs merited an injunction because the relevant statute did not allow the removal of money from plaintiff's trust account at the monthly rate of 100%, and the requested injunction did not violate the Tenth or Eleventh Amendments.
