Davet v. City of Cleveland, 05-3832

Summary judgment for defendants in a suit involving a city's condemnation and partial demolition of plaintiff's building is affirmed over claims that: 1) the district court erred in granting the city summary judgment on plaintiff's Takings and other constitutional claims; 2) the district court erred in exercising supplemental jurisdiction over the city's counterclaim; and 3) even if jurisdiction was properly retained, grant of summary judgment on the counterclaim was error.
