May v. Franklin County Comm'rs, 05-3188

Summary judgment for defendants, county and employees, on a claim under 42 U.S.C. section 1983 involving the handling of a decedent's 911 calls, police response thereto, and a subsequent murder is affirmed where plaintiff did not produce evidence to show that defendant-county created or increased the risk that decedent would be harmed.
