Bangura v. Hansen, 04-3531

Dismissal of plaintiffs' complaint against agency defendants regarding the denial of certain immigration petitions is affirmed where, although the district court erred in holding that plaintiffs were required to exhaust their administrative remedies before filing in federal court, plaintiffs nevertheless failed to state a claim for relief or did not prevail on the merits.
