FISHER v. HARDEN, 02-3996

Summary judgment against plaintiff's section 1983 suit, alleging unreasonable seizure, is reversed where plaintiff set forth a constitutional violation since the facts establish that defendant-officer arrested him without the probable cause that is required to support a mental health seizure.
