GRAHAM v. COUNTY OF WASHTENAW, 02-1614
District court properly dismissed a section 1983 claim brought by the estate of a man who died in police custody after secretly ingesting cocaine upon his arrest. Even if he did receive constitutionally inadequate medical care, there is no evidence that defendant's policy regarding the provision of medical care to prisoners was the "moving force" behind that constitutional violation.
