The government may prohibit an individual from engaging in peaceful targeted residential picketing only through a narrowly tailored and applicable time, place, or manner regulation. District court erred in awarding summary judgment to defendant, a State Bar of Michigan employee, on the ground that he did not act under color of state law during his confrontation with plaintiff, who picketed on the street in front of his residence.
