CHIPMAN v. FLORENCE, 01-5956, 01-6205

In an action arising out of an encounter with the police, grant of summary judgment to defendants on plaintiff's substantive due process claim is reversed as district court erred in finding that issue preclusion barred plaintiff's substantive due process claim.
