In a section 1983 action brought by a barefoot patron against a public library claiming violations of his rights under the First, Ninth, and Fourteenth Amendments of the US Constitution, the Ohio Constitution, and state law, summary judgment to defendants is affirmed, where the library regulation requiring shoes survives ration basis, and does not deprive him of his right of personal appearance.
