Drug conviction reversed where the district court correctly found that witness was an "otherwise qualified witness" under Federal Rule of Evidence 803(6), but erred by admitting evidence pursuant to Federal Rule of Evidence 404(b) and by finding the evidence sufficient to find defendant guilty beyond a reasonable doubt.
