AKERS v. ALVEY, 02-5037

A former family services worker satisfied the elements of a tort-of-outrage claim against her former supervisor, but such a claim against the Kentucky Cabinet for Families and Children is barred by sovereign immunity. A retaliation claim fails as no allegations show a materially adverse employment action by the Cabinet.
