United States Sixth Circuit

BOWERS v. CITY OF FLINT, 01-1453

A procedural due process suit by users of a city water and sewer system was not ripe where they failed to avail themselves of procedures in place for disputing water bills, and failure to implement a discount on water bills is outside the purview of substantive due process.
