DOWNIE v. CITY OF MIDDLEBURG HEIGHTS, 01-3051

Because plaintiff has a remedy under the Privacy Act of 1974, for claims that federal officials falsified records in retaliation for his exercise of First Amendment rights, thus relief under Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics, 403 U.S. 388, will not be implied.
