US v. COUNTY OF MUSKEGON, 00-1170

Service agreements between county sewage plant operator and private company were lawfully terminated, and because there was no proof that any damages accrued as a result of the imposition of new regulatory scheme prior to effective date of termination notice, there had been neither a redressable breach of contract rights nor an unconstitutional impairment of contractual obligations.
