In state's appeal from orders issued after challenges to administration of Tennessee's TennCare program, the first order was affirmed where the scope of a prior agreed order by the parties was not impermissibly expanded; second order vacated where plaintiff class did not have the required personal stake in litigation to oppose a rule closing enrolment to future uninsurable applicants.
