SIMPSON v. JONES, 99-1677

A state prisoner who fails to comply with state's procedural rules waives the right to federal habeas review unless the prisoner can show cause for noncompliance and actual prejudice arising from the alleged constitutional violation, or a showing of a fundamental miscarriage of justice.
