Affirmed in part, vacated in part, and remanded. A man convicted of mail fraud had electronics and cash seized by the government following his conviction. His sister claimed to have bought some of the goods and a third party claimed to be a secured creditor. The dismissal of the creditor's petition without a hearing was wrongful, but the dismissal of the sister's claim was affirmed.
