Crutsinger v. Davis, 18-70027

Remand to district court for a decision. Plaintiff appealed the district court order transferring his petition for habeas relief to the appeals court claiming they lacked jurisdiction and made no decision on the petition. The appeals court found that the district court did have jurisdiction, but because the district court did not reach a decision, the appeals court lacked jurisdiction to decide on the petition.
