Monteon-Camargo v. Barr, 17-60345

In an amended opinion, granted an alien's petition for review of a final order of removal. Held that the Board of Immigration Appeals erred in holding that the Mexican citizen's conviction of attempted theft under Texas law counted as a crime involving moral turpitude, explaining that the Board should not have retroactively applied one of its decisions.
