Held that a prison's medical administrator could be sued for allegedly violating an inmate's Eighth Amendment rights by failing to provide medically necessary hip replacement and reconstructive surgery. Reversed a summary judgment that had been granted on the basis of sovereign and qualified immunity, and remanded in relevant part.
