United States Fifth Circuit
M.D. v. Abbott, 18-40057
Affirmed in part and reversed in part a ruling that granted a permanent injunction requiring sweeping changes to Texas's foster care system. A certified class of minor children filed a federal civil rights suit alleging that Texas's foster care system exposed them to a serious risk of abuse, neglect, and harm to their physical and psychological well-being. On Texas's appeal, the Fifth Circuit remanded for modification of the injunction.
