Revived a prison inmate's claim that Texas officials unlawfully banned him and other incarcerated adherents of the Nation of Gods and Earth from congregating together as their religion requires. Reversed summary judgment and remanded for further proceedings on the inmate's claims brought under the Religious Land Use and Institutionalized Persons Act.
